EU Funding & Tenders · eSubmission
This route is for procurement procedures of EU institutions and other EU bodies using eSubmission. The portal also contains funding calls: a grant application is different from a procurement tender.

Account and access: You need EU Login and a PIC from the Participant Register to identify your organisation. Check for an existing PIC before registering the organisation again.
Where do you submit? Open eSubmission from the specific call or invitation. In multi-stage procedures the next tender stage may be accessible only to invited businesses.
- 01
Find the procurement call and documents
Choose a suitable call for tenders and read its documents. Check the stage, language and deadline. Do not confuse it with a call for proposals.
- 02
Prepare EU Login and PIC
Check your personal EU Login access and your organisation’s PIC. For a joint tender, agree the participating organisations and roles before filling in the submission.
- 03
Open eSubmission from the call
Use the call’s submission access or your invitation. Start a new submission or resume the existing draft. A second stage may require an invitation.
- 04
Enter parties, lots and attachments
Select a sole or joint tender, identify the participating organisations and choose lots. Upload the required declarations for those parties and the technical and financial tender files.
- 05
Review the submission report
Check the system-generated report and its listed files. This report is a review summary, not proof of receipt.
- 06
Submit and confirm
Complete the process with Submit and the following confirmation before the deadline. Uploaded files and a saved draft are insufficient.
- 07
Save the Submission Receipt
Open the submission in your personal portal area and save the timestamped Submission Receipt. Withdrawal is a separate action; read the current procedure instructions before making changes.
Common mistakes to avoid
These are pitfalls, not recommended actions:
- Starting a grant proposal instead of a procurement tender.
- Confusing the Submission Report with the Submission Receipt.
- Trying to change participating organisations late in a joint submission.
