FICTIONAL LEARNING EXAMPLE · NOT A REAL TENDER

From first discovery to final result.

Follow a small business through a complete example tender. This is a learning scenario, with no claimed real-world success story.

Your first step matters.A clear path. Five manageable stages.

  5. Learn
  1. 01

    Find a suitable opportunity

A fictional small cleaning team finds an office-building contract. It is new to public procurement but has relevant experience. It checks the scope, working hours, location and actual minimum requirements.

  2. 02

    Turn documents into a plan

The team records each requirement in a matrix: source location, evidence, owner and internal deadline. Missing or unclear items become visible early. One uncertainty is clarified in time through the designated channel.

  3. 03

    Offer an understandable solution

The bid explains staffing and cover, quality checks and complaint handling exactly where the fictional quality criteria request them. Prices and scope are checked together.

  4. 04

    Transmit the tender correctly

The required portal access and form are tested early. After final review, the right files are uploaded and formal submission is completed. The team checks and saves the transmission receipt.

  5. 05

    Understand evaluation

We assume both example bids are compliant and their bidders eligible. The following fictional evaluation therefore considers only award criteria: 40% price and 60% quality. It does not predict any real contract outcome.

  6. 06

    Act on the result

After an award, the team confirms mobilisation, responsibilities and contractual obligations. After a loss, it records factual feedback and improves its process. It does not pretend to know a competitor’s confidential tender.

HOW WEIGHTING CAN WORK
Price matters. Quality can make the difference.

Illustrative example with 40% price and 60% quality. These weights and this formula are hypothetical.

Price component · 40 %Quality component · 60 %
Worked example: points out of 100
BidPriceQuality pointsTotal
A€10,00080 / 10088.00
B€11,00095 / 10093.36

Example price score = lowest bid price ÷ own bid price × 100. Total = price score × 0.40 + quality score × 0.60.

Use the criteria, weights and method published for the actual procedure. There is no universal scoring formula.
TRY IT YOURSELF

How do price and quality work together?

Change the values. Quality points are assumed learning values, not an AI prediction or a real evaluation. Quality weight is 100% minus price weight.

This example formula only:

Price points = lowest price ÷ own price × 100. Total = price points × price weight + quality points × quality weight. Real procedures use only their own published criteria, formulas, rounding and minimum scores.

Fictional comparison of admissible bids. The higher score wins in this model.
BidPrice pointsQuality pointsTotal
A100.0080.0088.00
B90.9195.0093.36

Bid B leads in this example. Quality weight: 60.00%.

A QUICK KNOWLEDGE CHECK

Five questions. More confidence.

No account, examination or assessment of your business. Choose an answer and read the explanation.

1. The files are uploaded. Is the tender definitely submitted?
2. Does the lowest price always win a public tender?
3. You find a notice on TED. Where do you submit?
4. Your business is small and new to public procurement. What is sensible?
5. A mandatory requirement is unclear. What helps?
