PRACTICAL LESSON 06 / 12

Ask clarification questions that can be answered

Turn uncertainty into a precise and documented question.

Bid teamsTechnical and pricing specialistsFirst-time participants
Originally authored: 28 October 2026Reference sources reviewed: 28 October 2026
THE QUICK ANSWER

A useful clarification identifies the procedure, exact document location and one specific inconsistency or omission. Explain neutrally what information is needed to prepare a comparable offer. Use the required communication channel and assess the answer across the whole response. Asking a question does not guarantee approval of a requested change, and an ordinary clarification is not automatically a formal complaint about a potential procurement-law breach.

Ambiguous requirements can lead colleagues to price different assumptions within the same company. A precise question exposes uncertainty without unnecessarily revealing confidential methods. It also improves traceability: the team can later establish what was asked, what the buyer formally answered and how that answer affected the submitted version of the offer.

News and lesson kept separate

The method is useful, with or without a matching headline.

This prepared version contains no suitable dated news reference for the lesson. The original learning exercise below stands on its own.

A topical news connection does not establish an open contract. The original procurement documents establish binding requirements and deadlines.

FROM IDEA TO ROUTINE

Here is how to approach it.

Five practical steps, always grounded in the original documents.

  1. 01

    Identify a real uncertainty

Read related attachments and existing published answers first. Check whether there is actually a gap. Record document name, version, page and clause. A general statement that the documents are confusing provides too little detail to answer the issue.

  2. 02

    Explain the practical effect

Identify the quantity, price line, date or evidence requirement affected. Separate the published wording from your current assumption. Disclose only as much of your proposed solution as is necessary to explain the uncertainty, rather than sending a complete confidential design or pricing approach.

  3. 03

    Write one answerable question

Ask for a specific confirmation or explanation. Avoid combining several unrelated issues in a long paragraph. Neutral wording helps the buyer respond and lets your team map the answer later; it does not prematurely assert an error or assume the buyer prefers a particular technical solution.

  4. 04

    Use the specified channel

Check the actual communication instructions and participation activation on the portal. A general email address or technical support contact is not automatically the permitted route for substantive questions. Raise the issue in good time without assuming that asking it will extend the official deadline.

  5. 05

    Apply the answer deliberately

Retain the question and formal answer with dates and source locations. Check prices, narrative, partner commitments and scheduling for consequences. Ask each responsible colleague to confirm the changes, and inspect whether the buyer has also published revised attachments or a formal correction to the notice.

FICTIONAL TEACHING CASE · NOT AN ACTUAL CONTRACT

Fictional: Two quantities in a cleaning specification

An invented scope attachment lists twelve rooms while the price table lists ten. Both numbers are practice data.

QuestionWhich quantity should be priced?Seek a specific answer

A useful question asks which room count governs price line 3 and whether the conflicting attachment will be corrected. Only the formal answer provides a procedure-specific basis for subsequent work.

PAUSE AND CHECK THESE POINTS

Three common
pitfalls.

  1. Combining unrelated issues so that the team cannot later establish which part of the question was actually answered.
  2. Treating a telephone conversation or technical support response as a binding amendment without checking the formal procedure channel.
  3. Revealing confidential costing or customer information that is unnecessary to explain the clarification being requested.
PUT LEARNING INTO PRACTICE

Your next practical step.

On this device only

The exercise

Draft a question of no more than three sentences about an invented quantity conflict. Ask a colleague to locate the inconsistency using only your references. Remove a sentence containing unnecessary promotion. Add an internal list of price and response sections that would need checking after an answer. Keep the exercise separate from real communications and do not send it to an actual procurement team.

Prepare and internally review a complete draft of your most important outstanding question.

A QUICK SELF-CHECK

What will you take away?

What makes the quantity question answerable?
Read the answer and explanations

Check this assumption: Assuming that silence means agreement.
Without an answer the issue remains unresolved.

Appropriate answer: Precise references and a clearly framed clarification.
These identify the inconsistency and the information needed.

Check this assumption: A long promotional statement without references.
Promotion does not reliably identify the uncertainty.

GOOD QUESTIONS, CLEAR ANSWERS

What else should you know?

Should we propose a better technical solution?

You can explain a specific clarification need. First check whether variants or changes are permitted. Asking a question does not authorise a non-compliant or alternative offer.

Is every question also a formal complaint?

No. Clarification and legal objection perform different functions. If a potential legal breach arises, obtain appropriate specialist input on the route and any time-sensitive action required for the particular procedure.

What if no answer arrives?

Keep the issue unresolved, monitor official communications and revisit the bid decision. Silence does not establish agreement, permission to depart from requirements or an automatic extension of time.
