PRACTICAL LESSON 01 / 12

Is this opportunity right for our business?

A documented bid decision protects effort and creates room for suitable opportunities.

THE QUICK ANSWER

Base your bid decision on documented requirements, available delivery capacity and a credible commercial assessment. Check essential conditions before scoring attractiveness. Then consider proposal effort, financial exposure and the strength of your evidence. A recorded decision to decline can be a successful outcome. Give each unknown an owner and a review date instead of converting uncertainty into an invented score.

A large advertised contract does not establish that your business can deliver it reliably. The decision brings sales, operations and finance together. It helps a team discover missing skills, unsuitable references or cash constraints while there is still time to choose a sensible course of action.

News and lesson kept separate

The method is useful, with or without a matching headline.

This prepared version contains no suitable dated news reference for the lesson. The original learning exercise below stands on its own.

A topical news connection does not establish an open contract. The original procurement documents establish binding requirements and deadlines.

FROM IDEA TO ROUTINE

Here is how to approach it.

Five practical steps, always grounded in the original documents.

  1. 01

    Secure the actual documents

Open the original publication and obtain the current document set. Record its version, scope and lot. A search preview is insufficient for this decision. List missing attachments explicitly and establish how the buyer communicates subsequent changes to participants.

  2. 02

    Check essential conditions

List minimum requirements, requested evidence, insurance and permitted participation arrangements. Mark each condition as met, unresolved or currently impossible. Hoping that the buyer will request missing material later is not evidence that you can provide it when required.

  3. 03

    Rehearse delivery capacity

Discuss staff, equipment, suppliers and overlapping work with the delivery manager. Check the actual performance location and delivery period. An authority located in your city may be buying work elsewhere; its office address does not establish a convenient project site.

  4. 04

    Separate effort from return

Estimate proposal hours and external preparation costs first. Then model a possible delivery margin with explicit assumptions. This internal commercial exercise is neither a probability of winning nor the published award assessment that the buyer will apply to submitted offers.

  5. 05

    Assign an accountable decision

Record the decision, reasons, uncertainties and approval. A conditional bid decision needs explicit conditions and another review. Only then reserve substantial team time for the method statement, pricing, evidence collection and final quality checks before submission.

FICTIONAL TEACHING CASE · NOT AN ACTUAL CONTRACT

Fictional: A maintenance business chooses

An invented business has capacity to prepare only one careful response. These are teaching assumptions, not real notices or financial benchmarks.

Opportunity A remains unresolved until its evidence and capacity problems are checked. Opportunity B is smaller but feasible; size alone does not establish which choice is better.

PAUSE AND CHECK THESE POINTS

Three common
pitfalls.

  1. Treating advertised contract value as your likely profit before estimating staffing, materials, financing and delivery costs.
  2. Marking qualification evidence as complete simply because the business has performed something broadly similar before.
  3. Allowing a high internal attractiveness score to override an essential requirement that the business cannot meet.
PUT LEARNING INTO PRACTICE

Your next practical step.

The exercise

Choose one current notice or create a fictional practice opportunity. Complete six checks covering scope, evidence, people, location, preparation hours and financial assumptions. Ask a colleague to challenge only the unresolved items. Change one assumption and record whether your decision changes. Keep confidential customer information out of public exercises, and retain the original decision so the team can compare its reasoning later.

Arrange a short approval meeting before anybody starts writing the response.

A QUICK SELF-CHECK

What will you take away?

Which issue should be checked first?
Read the answer and explanations

Appropriate answer: Whether an essential condition can be met.
Attractiveness does not cancel an essential requirement the business cannot meet.

Check this assumption: How attractive the proposal cover looks.
Presentation does not establish qualification or delivery capacity.

Check this assumption: What winning probability an invented score promises.
An internal score is not an evidenced probability of winning.

GOOD QUESTIONS, CLEAR ANSWERS

What else should you know?

Must a small business automatically decline?

No. The actual requirements and your demonstrable capability matter. A suitable lot may provide an accessible route; company size alone does not answer the participation question.

How should we handle unknown information?

Label it unresolved, locate the relevant document clause and use the specified clarification channel. Material uncertainty belongs in the approval decision rather than being hidden in a confident narrative.

Can the platform decide for us?

It can support research and structure your assessment. The company remains responsible for deciding whether it can make the commitments, carry the risks and provide the evidence that the opportunity requires.
