A programme may assume access through schools, community venues or referral partners that have not committed to participate. Strong intervention content alone does not establish a deliverable recruitment route or make the named target population reachable within the timetable. Working output: A community-access map showing setting permissions, recruitment responsibilities and partner status, with the first engagement dependencies visible before the programme calendar and participation offer are approved for submission.
Publicity reach, participation and observed outcomes can be combined into a single success measure. That makes the offer difficult to compare and can hold the supplier responsible for population changes that depend on wider services and behaviour beyond its intervention. Working output: A measurement sheet defining reach, participation and outcomes with their sources and limitations, allowing reviewers to distinguish delivered activity from observed change and results dependent on wider services or participation.
A session-based budget can overlook partner coordination, accessible materials, recruitment and evaluation. Delivery teams may then absorb substantial preparation and follow-up effort, while low attendance makes a per-participant rate even harder to sustain than the headline programme estimate suggests. Working output: An engagement and evaluation resource plan with direct delivery, accessibility work and coordination separately identified, supported by a lower-participation case and a clear decision on the programme's sustainable commercial scope.
